Application features:
- Capture a photograph from the device camera
- Web based form available for desk based team members
- Uses mobile device location to store latitude and longitude of observation
- Standard dropdown classifications (editable by admin), such as Incident Types
- Available offline, and will sync when signal is available
- Admin fields are shown to admin staff on the web form, for further observation classification
